Ukraine is implementing the Unified State Address Register and the Register of Buildings and Structures under Cabinet of Ministers Resolution No. 254 of 5 March 2024. Why a GIS-based address register is useful
Address information often exists in planning documents, spreadsheets, council decisions, topographic materials, land data, and separate departmental files. A GIS-based register brings these sources into one operational environment and links streets and addresses to buildings on an interactive map.
This allows staff to see where records conflict, identify missing objects, confirm numbering, and prepare corrections before information is submitted to the state register.
