Geoinformation system of management of community land resources

Despite the functioning of the electronic Public Cadastral Map since 2013of Ukraine, it never became a key tool for accounting for land resources of the territorial community due to limited access to the land cadastre database not only by ordinary citizens, but also by the main specialist in community land management – the land administrator. The realities of land accounting in a territorial community are such that practically no community has reliable information about its land fund. As a result, it is not possible to fully receive income from the payment of land tax, there are no favorable conditions for carrying out investment activities, inherent irrational use of the land fund, etc.

The geographic information system of community land resource management is being developed to meet the requirements of the following normative documents:

Resolution of the CMU “On approval of the Regulation on data sets to be made public in the form of open data” dated October 21, 2015 No. 835“…list of communal property objects List of communal property objects that have been leased or other right of use (with data on the conditions of leasing objects);

a list of unused land plots and property objects (premises) of communal ownership that can be transferred for use;

up-to-date lists of owners/tenants of local land plots.”

A modern method of solving the problem of accounting for community land plots is the creation of a geoinformation system (GIS) for community land resource management.

Geoinformation system of management of community land resourcesis a separate moduleGIS of the territorial community, which is an innovative cartographica platform that uses data from state registers, open sources and local cartographic materials to visualize and form analytics about the community’s land fund in terms of land plots, their owners and users. The GIS contains information about the owners and tenants of land plots, their status, normative monetary assessment, terms of validity of lease agreements and much other information.

Data sourceto create a geo-informational system for managing the community’s land resources, there are data from more than 6 state registers and information sources, namely the Register of the State Land Cadastre, the State Register of Real Property Rights, the Register of Encumbrances of Movable Property, the Register of Court Decisions, tax registers, etc. All data, according to their relevance, correspond to the terms of updating the official registers.

Possibilities of the geoinformation system for community land resource management:

  • visualization of the complete and up-to-date land bank of the community and reliable parameters of land plots;
  • automation of the management of the community’s land cadastre in the mode of combining with the data of the State Land Cadastre, the State Register of Property Rights to immovable property, the Register of Court Decisions, tax registers;
  • monitoring of community land resources: tenants of land plots, lease terms, court cases, etc.;
  • operational access, administration and updating of cartographic data in the direction of land resource management of the community (orthophotoplans, soil maps, crop rotation, normative monetary assessment, etc.);
  • creation of thematic electronic maps necessary for planning the protection of community lands;
  • recording of appeals from individuals and legal entities about violations of land legislation;
  • creation of a system of analytical reports, information certificates (certificate on land ownership, normative monetary assessment of land, copies, etc.);
  • analysis of the community’s land bank in the mode of combining with urban planning documentation (general plan, community territory planning scheme, detailed territory plan, etc.).

The database of the geoinformation system of community land resources management contains:

  • clear boundaries of the community and the boundaries of the settlements of the community;
  • land plots with information about the cadastral number, exact area, intended purpose, owners and tenants, lease term, land use restrictions, court decisions, land tax debtors, etc.);
  • cartographic materials of normative monetary assessment: cartogram of economic and planning zones, agro-production groups of soils, restrictions of land plots;
  • get immediate access to the administration and updating of digital and electronic maps and edit data in real time using a mobile application;
  • agrochemical passports of land plots and soil samples;
  • digital orthophoto plans, general plans of settlements, boundary setting schemes, crop rotation cartograms, field maps and other cartographic materials.

The cost and thatroomand order fulfillment

The list of documents and materials for the creation of a geoinformation system is agreed upon additionally. The calculation of the cost of creating a product is carried out taking into account a number of parameters: software, number of editors and entry points, thematic layers of the map, branching of the database, as well as individual wishes of the customer. The terms of GIS creation are additionally agreed on the basis of the ordered functionality.
