Address register of the community

Address register of the community– a separate modulegeographic information system of the territorial community, intended for automating the processes of keeping the register of addresses, the address plan of settlements of the community, the register of addressed streets and buildings, the register of documents confirming the fact of providing an address, assigning and providing addresses to buildings.The product is designed to provide state authorities, local governments, legal entities and individuals with reliable information necessary for the implementation of urban development activities on the territory of the community.

The address register is developed to meet the requirements of the following normative documents:

Resolution of the Cabinet of Ministers of Ukraine “On the Urban Planning Cadastre” of May 25, 2011 No. 559,

The Law of Ukraine “On the Regulation of Urban Development Activities” dateddated 02/17/2011 No. 3038-VI,

Law of Ukraine “On the National Infrastructure of Geospatial Data” dated April 13, 2020 No. 554-IX.

Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine Regarding Ensuring Civil Protection Requirements During Planning and Development of Territories”No. 2486-IX dated July 29, 2022.“…entering into the Unified State Register of addresses geospatial data about streets, squares, squares, highways, avenues, boulevards, other objects of the street and road network and named objects and electronic documents, electronic copies of paper documents about the formation and/or naming of such objects.”

Advantages of implementing an address register:

• assignment and change of real estate addresses on the territory of the community;

• registration of new streets, other named objects and assigning them names;

• making changes to data on existing streets, other named objects of the city council, including their names;

• maintaining the relevance and documentation of real estate addresses, streets and other named objects;

• entering information about buildings as addressable objects (spatial registration data within the address register);

• compliance with the unity of the methodology of maintaining the urban cadastre by introducing the maintenance of registers of addresses, streets and other named objects of the city council to ensure their consistency in the databases of the urban cadastre system;

• creating records in the database of the urban cadastre about documents confirming the assignment or change of address and saving their scanned copies;

• provision of information certificates and public information from registers of addresses, streets and other named objects of the city council;

• creation of records in the database of the urban cadastre about documents confirming the assignment or change of the name of streets and other named objects, as well as the preservation of their scanned copies;

• street search, creation of street lists for approval by the city council (as part of the street register);

• search for buildings and land plots by the full address, or the name of the street or named object according to a document confirming the fact of providing or changing the address;

• displaying and organizing lists of objects by address to facilitate the process of providing an address;

• search and display of documents confirming the fact of providing or changing the address, street name, other named object of the territory;

• display, save and print history of assignment and change of address of buildings and land plots;

• displaying, saving and printing the history of designation and change of names of streets and other named objects of the territory;

• keeping a log of user registration in the system and searching for records according to their parameters (object identifier, recording date or period, etc.).

The structure of subsystems of the address register:

• the register of elements of the street and road network, landscape and recreational facilities and other planning elements, the names of which form the basis of the named elements of addresses;

• register of addresses of primary real estate objects (land plots, individual buildings and structures, single property complexes);

• register of addresses of derived first-level addressing objects as components of property complexes (buildings, buildings, pavilions, structures, etc.);

• register of addresses of second-level derivative objects (premises, apartments, offices, etc.) as constituent objects to be registered;

• register of administrative districts;

• register of post offices;

• register of housing and operating enterprises;

• plist of local toponyms;

• register of documents on establishment/change/liquidation of addresses;

• register of documents on naming/renaming/restructuring/liquidation of streets.
