How Communities Populate Ukraine’s Unified State Address Register: Cases and Results

A practical result from Drahiv community

The Drahiv community in Zakarpattia region demonstrates the effect of systematic work with source data. Using exchange files prepared by our team for automated address verification, the community increased its verification rate from 0.3% to 54.5% within one month.

This is an interim project result rather than a universal guarantee. The rate and speed of verification depend on the original database, the completeness of building and street information, and the number of inconsistencies that must be corrected.

What the preparation process includes

1. Inventorying settlements, streets, buildings, and address records.
2. Finding duplicate or conflicting entries.
3. Checking names, identifiers, and required attributes.
4. Connecting addresses to spatial objects on the map.
5. Preparing exchange files in the required structure.
6. Analysing validation results and correcting rejected records.

A municipal GIS-based address register makes the process easier to manage because staff can see every object on the map, check its attributes, and track corrections before data is submitted.

Why communities should treat this as an ongoing process

Initial population of the state register is only the beginning. New streets, buildings, changes in numbering, and corrected decisions must continue to be reflected in the local working database. A defined update procedure and assigned responsibility help prevent the information from becoming outdated.
