The MagneticOne Municipal Technologies team presented an innovative tool for managing and controlling land resources inBorshchiv city council.
According to the results of a complex audit of the land resources of the Borshchiv City Council (one of the Starosty districts), risks were identified that lead to losses/shortfalls in the budget of the City Council in the amount of about UAH 200,000.
It is worth noting that the land audit was conducted in one of the 17 Starostyn districts of the territorial community.
A comprehensive audit of land resources of the Borshchiv urban territorial community ensures:
– collection of information about land plots from state registers, satellite images and other available sources;
– land use research through digitization and analysis;
– identification of risks and shortcomings of land use, which lead to violations of legislation and insufficient revenues to the local budget.
The result of a comprehensive audit of the community's lands is the establishment of risks and violations of legislation in the field of land management, the determination of under-revenues to the local budget at the expense of:
- detection of “shadow” land leaseson the territory of the community;
- identification on the electronic map of areas of arbitrary land grabbing(cultivation of land, without corresponding rights of use;
- finding cultivated land plots of state or communal ownership without registration of the right of use.If community-owned land is cultivated without a signed and registered lease agreement, the community loses potential rental income. Therefore, an important task of a complex audit is the identification of such plots and the obligation to register the right of use;
- detection of non-targeted use of land plots(determination of lands cultivated by land users in violation of their purpose);
- identification of land plots of state and communal ownership that are not used by the community.If the community does not use its land for one reason or another, the community budget loses income from rent.
