Presentation of the Address Register Module for Irpin Community

On 8 January 2025, an online presentation of the Address Register was held for Irpin urban territorial community in Kyiv region. The GIS-based tool is designed to organise and verify local address information before it is submitted to Ukraine’s Unified State Address Register.

Irpin became the tenth community in Kyiv region to ask our team for assistance with preparing exchange files for subsequent upload to the state system.

How the local address register is prepared

The first stage is the creation of a GIS-based address register with an interactive map of settlements, streets, and buildings. The project used general and detailed plans, urban planning documentation, orthophotos, land-cadastre data, topographic information, and satellite imagery available to the community.

Combining the materials in one environment makes it possible to identify discrepancies between address sources before the data reaches the state system.

Practical work for municipal staff

Authorised employees and local representatives can edit working address information online, confirm building numbering, and immediately see the result on the map. Once individual settlements have been checked, exchange files are generated for further submission.
